It is an execution engine responsible for deploying capital, standing up infrastructure, and delivering measurable outcomes across a diverse portfolio of programs. The organization operates across five core business units:

Advanced Packaging Facility

Focused on high-mix, low- to medium-volume production, this facility supports quantum and advanced photonics companies with capabilities such as advanced wirebonding, fiber-to-chip connectorization, flip chip, precision die attach, and metrology.

Photonic Integrated Circuit (PIC) Fabrication Facility

A rapid-turn, mid-to-low-volume fabrication facility designed for quantum-relevant materials (including silicon nitride and lithium niobate), enabling significantly faster iteration cycles than traditional foundries and supporting early-stage and scaling companies alike.

Commercialization Labs

Shared-use lab environments offering access to advanced equipment, lab space, and testing & benchmarking services. These labs provide critical infrastructure for testing, prototyping, and validating emerging technologies.

Workforce Development

EQ’s workforce programs combine ecosystem coordination with hands-on training delivered on real equipment. These programs are designed to build the next generation of quantum technicians and support a rapidly growing talent pipeline.

Consortium Engagement

EQ manages a 150+ member coalition and convenes the broader ecosystem. The organization also partners with state and regional entities to attract companies, align strategy, and drive continued investment into the region.

Together, these business units form a vertically integrated platform, one that spans infrastructure, talent, commercialization, and ecosystem activation.

The Opportunity

Elevate Quantum’s New Mexico presence is growing quickly. Albuquerque is home to EQ’s independent superconducting quantum testbed, and the state’s partners include Sandia National Laboratories, Los Alamos National Laboratory, UNM, state economic development agencies, and a growing group of member companies. As that work scales, EQ needs someone on the ground to keep it running: contracts signed, equipment received, federal dollars documented, and partners connected.

This is a chance to build the operational foundation of America’s Quantum Tech Hub in New Mexico while it’s still early. You’ll set up how EQ works in the state, improve processes that will carry the organization for years, and work every day with national labs, universities, agencies, and startups at the center of the U.S. quantum industry.

About the Role

The Business Operations Coordinator will facilitate day-to-day operations for EQ’s New Mexico presence, serving as the organization’s operational anchor in the state. This role bridges finance, compliance, facilities, and stakeholder coordination, ensuring that EQ’s New Mexico activities are executed with the same rigor and accountability applied across the consortium.

The position is ideal for a versatile operator who is comfortable executing and improving established processes, working within federal grant compliance frameworks, and representing a mission-driven organization to partners ranging from national laboratories to early-stage startups.

Key Responsibilities

Site & Business Operations

  • Facilitate the execution of EQ’s New Mexico office operations, including facilities, vendors, equipment, insurance, and service contracts

  • Maintain operational policies and procedures aligned with EQ’s Colorado headquarters standards

  • Manage local procurement in accordance with federal procurement standards (2 CFR Part 200) and EQ purchasing policy

  • Serve as primary point of contact for New Mexico-based administrative, legal, and regulatory matters, including state registrations and filings

  • Coordinate shipping and receipt of large equipment items

Financial Operations & Grant Compliance Support

  • Support the CFO/Director in budget development, expense tracking, and financial reporting for New Mexico-based programs and subawards

  • Assist with compliance activities tied to the EDA Tech Hub award and other federal/state funding, including documentation of allowable costs, time-and-effort reporting, and audit preparation

  • Coordinate with sub-recipients and partner organizations in New Mexico on invoicing, reporting deadlines, and match documentation

  • Maintain accurate records supporting Single Audit readiness and federal reporting requirements (FFATA, performance reporting)

Stakeholder & Program Coordination

  • Serve as EQ’s operational liaison to New Mexico ecosystem partners, including national laboratories, universities, state economic development agencies, and member companies

  • Coordinate logistics for convenings, workshops, site visits, and workforce development events held in New Mexico

  • Support member onboarding and engagement for New Mexico-based organizations

  • Track and report on New Mexico program milestones and deliverables to EQ leadership

People & Administrative Operations

  • Coordinate HR administration for New Mexico-based staff in partnership with EQ’s central team (onboarding, benefits coordination, state employment compliance)

  • Assist with coordination of scheduling, travel, and administrative support for New Mexico-based leadership and visiting EQ staff

Qualifications

Required

  • Bachelor’s degree in business administration, finance, public administration, or a related field, or equivalent experience

  • 5+ years of progressive experience in business operations, program management, or nonprofit/consortium administration

  • Demonstrated experience with budgets, vendor management, and operational process development

  • Familiarity with federal grant requirements (2 CFR Part 200 / Uniform Guidance) or a demonstrated ability to learn compliance frameworks quickly

  • Excellent organizational and communication skills, with the ability to work independently as a remote extension of a Colorado-based team

  • Ability to travel within the Mountain West region (approximately 10–15%)

Preferred

  • Experience supporting federally funded programs (EDA, NSF, DOE, DOD) or working with national laboratories, universities, or economic development organizations

  • Knowledge of the New Mexico innovation ecosystem, including relationships with Sandia National Laboratories, Los Alamos National Laboratory, UNM, or state agencies

  • Experience in a startup, scale-up, or newly established office environment
